There's Another Constitutional Amendment on the Ballot

Analyst Scott Hughes talks about the amendment to the Louisiana Constitution that voters will approve or turn down this Saturday.

The latest amendment on the ballot asks whether Louisianans to approve a measure that would allow someone living out of state to serve on a college or university board.

A "yes" vote supports amending the state constitution to allow the governor to appoint at-large members to the boards of supervisors for the public university systems from out-of-state if there are multiple at-large seats and at least one at-large seat is filled by a member from the state.

A "no" vote opposes amending the state constitution to allow the governor to appoint at-large members to the boards of supervisors for the public university systems from out-of-state, thereby maintaining that all members of the board of supervisors be from the state.

The amendment, as Hughes explains would require that one at-large member of each board be a Louisiana resident and allow the remaining at-large members to be from out-of-state. This would apply to the boards of supervisors for the University of Louisiana System, the Louisiana State University and Agricultural and Mechanical College, the Southern University and Agricultural and Mechanical College, and the Louisiana Community and Technical College System.

Currently, the Louisiana Constitution requires that two members be appointed from each of Louisiana's six congressional districts. In addition to these 12 members, there are three at-large members for each board.
