That's not a ketchup packet, it's a rabies vaccine.

The bait is about the size of a ketchup packet, and it's being dropped from helicopters across much of Texas so skunks will eat it, and be effectively vaccinated against the rabies virus.

Just how close to Lufkin is this unconventional rabies clinic being conducted?

According to a news release, the Department of State Health Services first targeted skunks with limited vaccine drops in 2012 and 2013 near Houston.  And in 2014 they've expanded the effort to included parts of 17 counties in East-Central Texas.

Walker and Madison Counties are the closest to the Lufkin area.

Why are the skunks attracted to the bait?  Each packet is coated with fish meal.
