After flatly resisting it since the first day of the legislative session, Governor Rick Perry is sending out clear signals indicating he is open to tapping into the state's Rainy Day Fund to "help" balance the state budget.

Perry has repeatedly opposed using the Fund.  However, at a meeting of the House Appropriations Committee, Perry's legislative director, Ken Armbrister, told the committee that Perry is willing to use the Fund if it's absolutely necessary.

That prompted the committee chairman, Rep. Jim Pitts, (R-Waxahachie),to immediately file a proposal to take $4.3 Billion from the fund and add it to the budget for this year. The committee could vote on that proposal next week.

Dipping into the Rainy Day Fund takes a three fifths vote in the House and Senate to pass.

Everyone agrees there will be drastic cuts to all areas of state government, most coming from public schools and health care services for the poor and elderly.
